What the data tells us
In 2026, 1309 US counties have individual premiums at least 20% cheaper than small-group plans — covering over 80 million Americans.
The gap has widened since 2017: individual-market premiums have stabilized while small-group rates keep climbing 10–16% a year in most states. The ICHRA opportunity is getting better every year.
Ohio leads with ~54% average savings across all 88 counties. Franklin County (Columbus) alone represents 1.3M people who could benefit from employers switching to ICHRA.
Data is sourced from Ideon (formerly Vericred), the industry-standard ACA rate API, cross-verified against CMS Exchange Public Use Files — 75.8% matched to the penny, 94.4% within 10%.
