What the data tells us

In 2026, 1309 US counties have individual premiums at least 20% cheaper than small-group plans — covering over 80 million Americans.

The gap has widened since 2017: individual-market premiums have stabilized while small-group rates keep climbing 10–16% a year in most states. The ICHRA opportunity is getting better every year.

Ohio leads with ~54% average savings across all 88 counties. Franklin County (Columbus) alone represents 1.3M people who could benefit from employers switching to ICHRA.

Data is sourced from Ideon (formerly Vericred), the industry-standard ACA rate API, cross-verified against CMS Exchange Public Use Files — 75.8% matched to the penny, 94.4% within 10%.

Where does this data come from?
Rate data is sourced from Ideon (formerly Vericred), which aggregates ACA-compliant plan rates from 300+ carriers across both individual and small-group markets. We cross-verified individual-market rates against CMS Exchange Public Use Files for 2026.
Why are some counties dark or missing?
A few states (AK, HI, MS) have incomplete 2026 rate filings — either the individual or small-group rate is missing. Switch to 2025 to see those states with full data.
What does "lowest cost" mean?
For each county we show the cheapest available plan at each metal tier. This benchmark gives the clearest picture of the ICHRA opportunity; actual employee costs vary by the specific plan chosen.
Why does the difference vary by age?
ACA plans use community rating with age bands, and individual-market age curves differ from small-group rating. Toggle between age 27 and 50 to see how savings shift for younger vs older employees.
